AKELEY CITY COUNCIL
WORK SESSION
MARCH 26, 2009
9:00 AM CITY HALL
The Akeley City Council met in a work session Thursday, March 26,
2009 at 9:00 AM. Mayor Scott Vettleson called the meeting to
order. Council members present were Scott Vettleson, Cliff Johnson,
and Troy Hegg. Jon Johnson was absent. The Pledge of Allegiance
was recited by the Council and attending audience.
Discussion was held between the Council, Bruce Beckley and Frank
Thelin regarding Bruce Beckley’s request to have a lift station
built which would pump sewage from the two properties currently
owned by Bruce to the last man hole on Staff Street. Scott
Vettleson said he didn’t feel the City was financially able to help
with the project now or with future repairs but would like Bruce to
do what he needs to do. Bruce will have to be given approval by the
Council at the next regular meeting to go forward with building the
lift station at his expense and Council members stated that the City
will have no responsibility for future expenses or problems that may
occur such as backups, freezing lines and so forth. Scott Vettleson
also requested that when this work is done that Frank Thelin is to
be present.
Discussion was held regarding how involved the Council should be in
the hiring and firing process of part-time employees. Suggestions
were that the department heads would do all of the leg work and make
their recommendations to the Council to make the decision to hire or
fire. The Council would however be involved with interviewing
department head positions. Eric Klein stated that he has part-time
officer, Mr. David Grantham who was hired upon Council approval and
who will still need some field training. Eric also said he would
like to add Todd Holk as a part-time officer who would require field
training. Concerns were raised that the money budgeted for
part-time officer hours may all be burned up in training. Eric
suggested that money donated from the Hendry Donation could help
page wages during training. It was suggested by members present
that due to the lack of funds, that the part-time officers donate
their time during training since the City pays for their POST
required training. Scott Vettleson suggested that to prevent any
future misunderstandings that Eric is up front in letting the
part-time officers know when they begin training that the hours they
spend in training would be on their own time.
Ordinances were discussed due to some discrepancies found and also
with the numbering of some ordinances which had been created in
recent years. Frank Thelin stated there are some things stated in
the water and sewer ordinances that should be changed or removed.
Scott Vettleson suggested having the department heads and their
commissioner review the ordinances which they would work closest
with and determine what changes should be made and then present them
to the Council for approval. The numbering of the ordinances would
have to be updated as well.
Motion
by Scott Vettleson seconded by Troy Hegg and carried to adjourn at
10:35 AM.
